Replacing the ACE Startups Grant with effect from 1 May 2017. Startup SG Founder encourages first-time entrepreneurs with innovative ideas to start new businesses through mentorship and financial support.


Replacing the Incubator Development Programme (IDP) with effect from 1 May 2017. Startup SG Accelerator supports accelerators and incubators to facilitate the growth of startups.


Replacing the SPRING Startup Enterprise Development Scheme (SEEDS), Business Angel Scheme (BAS), Sector Specific Accelerators (SSA) program, Technology Incubation Scheme (TIS), iJam Tier 2 with effect from 1 May 2017.

Startup SG Equity increases government co-investment funding to stimulate more private sector investments in deep-technology. Deep-tech startups typically require long development paths and heavy capital expenditure. SPRING will increase the funding ratio of government co-investment for early-stage startups and increase the existing investment caps. A comparison of the current and new investment parameters under Startup SG Equity:


Fosters a more conducive environment for promising global talent to set up innovative businesses in Singapore and for startups to attract talent to be part of their team.

Schemes under this pillar include EntrePass, T-Up and SME Talent Programme (STP) Internship.


Replacing the Technology Enterprises Commercialisation Scheme (TECS) with effect from 1 May 2017.

Startup SG Tech supports proof of value and proof of concept for commercialization of innovative technologies & enables startup to fast-tracks the development of proprietary technology solutions.


Capability Development Grant (CDG)
Enhanced funding support of up to 70 percent of qualifying project cost. Eligible for businesses registered and operating in Singapore with at least 30 percent local shareholding and group annual sales turnover ≤ S$100m or group employment of ≤ 200 employees.

Technology Enterprise Commercialization Scheme (TECS)
Provides early-stage funding for developmental efforts towards the commercialization of proprietary technology solutions. Eligible for start-up companies with core activities carried out in Singapore with at least 30 percent local shareholding and group annual sales turnover ≤ S$100m or group employment of ≤ 200 employees.

Innovation & Capability Voucher (ICV)
Entitlement of maximum eight vouchers valued at $5,000 each, to encourage SMEs to develop their business capabilities. Eligible for local SMEs registered and operating in Singapore with minimum 30 percent local shareholding and group annual sales turnover ≤ S$100m or group employment of ≤ 200 employees.

Inland Revenue Authority of Singapore (IRAS)

Productivity & Innovation Credit (PIC)
40% cash payout of up to S$100k and 400% tax allowances up to S$400k. Eligible for all businesses in Singapore, including sole proprietorships, partnerships, companies, registered branches and subsidiaries of a foreign parent or holding company.

Wage Credit Scheme (WCS)
Co-fund 20% of wage increases given to Singaporean employees earning $4,000 and below over the period of 2016-17.

International Enterprise Singapore (IE)

Market Readiness Assistance (MRA) Grant – IE Singapore
70% of qualifying costs, capped at S$20k per fiscal year. Eligible for SMEs anchored in Singapore with company annual turnover of less than S$100m.

Global Company Partnership (GCP) – IE Singapore
Up to 50% eligible third-party costs, from 1 Apr 2015 to 31 Mar 2018, SMEs get up to 70% funding support.

Info-Communications Media Development Authority of Singapore (IMDA)

Up to 70% of qualifying costs, capped at $20k. Eligible for local SMEs with minimum 30% local shareholding and group annual sales turnover ≤ S$100m or group employment of ≤ 200 employees.

Founders’ Agreement
A founders shareholder agreement is used as a foundation to get startup teams to commit to the shared venture as co-founders moving beyond ideation or concept phase to commitment phase.

To sign with working partners. Not recommended to send to investors.

Y Combinator’s SAFE (Simple Agreement for Future Equity) agreement
A flexible, one-document security without numerous terms that save startups and investors money in legal fees and reduce time spent negotiating the investment terms. It remains fair to both investors and founders and was positively reviewed by many of the top startup investors.
